RDA Intensifies Crackdown on Illegal Housing Schemes

Rawalpindi: The Rawalpindi Development Authority (RDA) has stepped up its crackdown on illegal housing schemes across the district, following directives from the commissioner to take strict legal action against violators and safeguard public interests.

According to an RDA spokesperson, the authority’s Metropolitan Planning and Traffic Engineering (MP&TE) Directorate has intensified enforcement operations against unauthorised housing projects operating within its jurisdiction.

The action comes on the instructions of Commissioner Rawalpindi and Director General RDA Engr. Aamer Khattak, who ordered stringent measures against owners, sponsors and developers involved in illegal schemes in areas falling under the Municipal Corporation Rawalpindi, as well as tehsil and district councils of Rawalpindi, Taxila, Gujar Khan, Kallar Syedan and Kahuta.

Officials said multiple violations of the Punjab Development Authorities Private Housing Schemes Rules, 2021 had been identified. These include launching schemes without prior approval, illegal development and sale of plots, failure to submit required documentation, and major deviations from approved layout plans.

The spokesperson added that these violations were detected through field inspections, public complaints, and monitoring of advertisements across print, electronic and social media platforms.

As part of the crackdown, the RDA has accelerated enforcement actions, including issuance of notices, registration of FIRs, sealing of offices and project sites, demolition of illegal structures, imposition of bans on property transactions, and referral of cases to the Federal Investigation Agency’s Cyber Crime Wing and other relevant authorities.

The authority has warned developers to immediately halt all illegal activities, including development, marketing, advertising, booking and sale of plots, or face further legal action without notice.

In a public advisory, the RDA urged citizens, including overseas Pakistanis, investors and property dealers, to avoid investing in unapproved housing schemes and verify project status through official channels before making any transactions.

It also clarified that terms such as “file submitted”, “under process” or “under scrutiny” do not imply approval, advising the public to consult the official RDA website for accurate information.
