FAPUASA Sindh Seeks Timely Grants, Faculty Hiring

Jamshoro: The first General Body Meeting of the Sindh Chapter of the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) expressed concern over what participants described as increasing interference in the administrative and financial affairs of universities, while emphasizing the importance of maintaining university autonomy.

Representatives of teachers’ associations from public sector universities across Sindh attended the meeting and discussed issues related to higher education, university governance, faculty welfare, financial challenges, and institutional autonomy.

The meeting was hosted at Mehran University of Engineering and Technology, where Engr Hafiz Arshad Ali Memon, General Secretary of MUTA-2026, welcomed the participants on behalf of the host university.

The House decided that a delegation of the FAPUASA Sindh Chapter would meet the Secretary of the Universities and Boards Department, the Chairman of HEC Sindh, and the provincial minister concerned to discuss issues relating to higher education and university governance.

The participants also discussed the financial difficulties being faced by public sector universities and called for an increase in higher education funding, timely release of recurring grants, and implementation of NFC and CCI decisions related to higher education financing. The meeting further demanded restoration of tax rebate facilities for university teachers and researchers.

The House stressed the need for filling vacant faculty positions, conducting transparent selection boards, and resolving pending promotion cases in universities across Sindh. Participants also called for the creation of new faculty posts in upcoming budgets in view of new academic programs and increasing student enrolment.

The meeting expressed solidarity with faculty members and employees of University of Karachi and discussed issues related to faculty affairs at the institution. FAPUASA leadership announced that representatives from the federation and Sindh chapter would join a sit-in protest after Eid and stated that protests would continue until the issues are addressed.

Vice President FAPUASA Sindh Chapter Dr Fahad Nazir Khoso urged the Sindh government to release a special grant for Karachi University to help maintain academic and administrative operations.

Participants also raised concerns regarding administrative, governance, and financial matters at Government College University Hyderabad, including issues related to implementation of the university code book, pensions, statutory bodies, and delays in transfer and financial cases of faculty members.

The House further called for provision of facilities including offices, laboratories, libraries, and transportation for faculty members at GCU Hyderabad and its Umerkot sub-campus. It also demanded allocation of at least Rs200 million as a recurring grant for the Umerkot campus in the upcoming Sindh budget.

The meeting discussed delays in retirement dues, salaries, promotions, and financial benefits of faculty members at various universities, including University of Larkano, and called for government intervention to resolve the issues.

Participants also demanded revision of house rent allowance based on current running basic pay and sought timely and transparent release of travel grants for university faculty members by HEC Sindh.

Addressing the meeting, FAPUASA leadership reiterated its commitment to pursuing issues related to university autonomy and faculty welfare through legal, democratic, and institutional channels.
