FAPUASA Demands To Reserve Funds For Recurring Budgets

Peshawar: The Federation of All Pakistan Universities Academic Staff Association (FAPUASA) has requested that the government reserve an amount for the recurring budgets of the universities according to the needs and budget deficits of the universities so that timely disbursement of salaries and pensions could be made possible.

FAPUASA demands resolution of universities’ issues from the caretaker government of Khyber-Pakhtunkhwa and the Chancellor.

A meeting of the FAPUASA KP cabinet was held on August 24 at the University of Engineering and Technology Peshawar and was chaired by Dr Feroz Shah.

The cabinet demanded the allotment of research budgets at universities which will promote a research culture in the universities and allow the province to contribute to the knowledge economy.

The cabinet showed concerns over the fact that employees at some universities are deprived of the ad hoc relief 2023, which has already been approved by the government. Moreover, in some universities, arrears of the ad hoc relief for 2022 are still outstanding.

The cabinet requested that the newly appointed Higher Education Minister Dr Qasim Jan take a keen interest in solving this issue so that the employees feel relieved and could start the new academic year with renewed motivation and enthusiasm.

The government’s decision to not approve the Disparity Reduction Allowance for the employees was strongly criticised. This allowance is being given to all the government employees working on BPS except the university employees.

This display of inequality is a complete violation of the constitution which advocates equality for all, said cabinet members.

Grave concerns were raised over the stoppage of orderly allowance at the University of Swabi. The Chancellor was requested to order the reinstatement of this allowance as it is part of the regular salary and is given to the employees through the prescribed procedure.

It was decided in the meeting to recognise the highly performing teachers with awards.

KP GovernorHaji Ghulqm Ali and Dr Qasim Jan were requested to play their constitutional roles in finding permanent solutions for the problems of the universities.

The cabinet also decided that in order to highlight the problems of the universities, meetings of the general bodies of the academic staff associations would be held in mid-September. If the problems are not addressed by then, a future course of action may be decided.
