DOHA: Pakistan, Türkiye, Qatar and Indonesia have signed a defence cooperation agreement, titled the “Badr Memorandum”, to strengthen military collaboration and enhance their respective defence capabilities.

According to Türkiye’s Ministry of National Defence, the Memorandum of Understanding (MoU) was signed in Doha on Wednesday by senior defence officials representing the four countries.

The agreement was signed by Türkiye’s Minister of National Defence, Yaşar Güler; Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs, Sheikh Saud bin Abdulrahman bin Hassan Al Thani; Indonesia’s Deputy Minister of Defence, Yusuf Jauhari; and Pakistan’s Minister of Defence, Khawaja Muhammad Asif.

Haluk Görgün, head of Türkiye’s Defence Industry Agency, was also present at the signing ceremony.

The Badr Memorandum provides a framework for cooperation in several defence-related areas, including military equipment production, the development of military capabilities, training programmes, and research and development. The initiative is intended to strengthen defence partnerships and promote the exchange of technical expertise among the participating countries.

The development comes as countries across the region seek to reinforce their defence capabilities and expand strategic cooperation amid evolving security challenges.

In a separate development, Pakistan, Türkiye and Saudi Arabia concluded the “Makkah Joint Defence Agreement” in Makkah on August 7.

A key provision of that agreement stipulates that armed aggression against any one of the participating countries would be treated as an attack against all three, establishing a collective-defence principle similar to Article 5 of the North Atlantic Treaty, which underpins NATO’s mutual defence commitment.

Together, these agreements highlight efforts to expand defence cooperation and strengthen security partnerships among countries seeking closer military coordination and enhanced preparedness.
