FAPUASA Raises University Funding Crisis With HEC Chairman

Islamabad: A delegation of the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) met Higher Education Commission (HEC) Chairman Dr Niaz Ahmed Akhtar to discuss key challenges facing public sector universities and faculty members across Pakistan.
During the meeting, the delegation highlighted several issues, including increased funding for public sector universities, implementation of the BPS promotion policy, the pending TTS salary increase case, restoration of the tax rebate or introduction of a special research allowance for university teachers, and the removal of the post-PhD experience condition for promotion.
FAPUASA also called for filling vacant positions in universities, extending the Disparity Reduction Allowance (DRA), releasing payments for research journal subscriptions, and increasing internet bandwidth for universities.
The delegation informed the HEC chairman that universities across the country were facing serious financial difficulties affecting academic activities, research, faculty development, and overall institutional sustainability.

It urged the commission to continue advocating for enhanced funding and timely release of funds to ensure smooth functioning of universities.
HEC ChairmanDr Niaz listened to the concerns raised by the delegation and briefed members on the commission’s efforts to address the issues. He reaffirmed HEC’s commitment to supporting public sector universities and resolving faculty-related concerns.
The chairman stressed that close coordination among HEC, vice chancellors, and FAPUASA was essential to strengthen the higher education sector and overcome existing challenges.
FAPUASA appreciated the chairman’s positive response and assurances, reiterating its commitment to working with HEC, university administrations, and other stakeholders for the promotion of quality higher education and protection of faculty rights in Pakistan.
The delegation included Dr Muhammad Muddassar, General Secretary of FAPUASA Pakistan; Dr. Muhammad Uzair, Media Secretary; Dr Muhammad Khan Jadoon, former Media Secretary; and Dr Iqbal Ahmed, former President of the FAPUASA Federal Chapter.
