SECP Refers Bagasra Case to FIA After 16-Year Delay

ISLAMABAD: The Securities and Exchange Commission of Pakistan (SECP) has formally referred the Bagasra Securities case to the Federal Investigation Agency (FIA) for legal action, marking a significant development more than 16 years after the brokerage ceased operations, leaving nearly Rs49 million in approved investor claims unpaid.
This referral, approved under Section 41B of the SECP Act, 1997, empowers the FIA to initiate formal proceedings against the accused, including Sikandar Esmail Ahmed, the director and CEO; Shakeela Sikandar, a director; and Arshad Iqbal, an advocate and liquidator.
The SECP’s inquiry, which began in March 2010, revealed that clients’ shares were transferred and pledged without consent to secure financing and meet exposure margins, ultimately benefiting select clients at the expense of others.
The implications of this case extend beyond the individuals involved, raising concerns about investor protection and regulatory oversight in Pakistan’s financial markets.
The SECP’s action signals a commitment to uphold accountability and restore trust among investors, who have been waiting for justice for over a decade.
