PM Office Fire Drill Exposes Gaps in Emergency Preparedness

Islamabad: A mock fire and rescue exercise at the Prime Minister’s Office has exposed shortcomings in the building’s emergency preparedness, raising concerns over the effectiveness of safety systems at one of the country’s key government facilities.

The exercise, carried out by Capital Emergency Services, found that the fire alarm and siren inside the Prime Minister’s Office were too weak to provide an effective warning. The drill also revealed that the electrically operated gate might not open during a power outage, potentially hindering the arrival of emergency vehicles during a real emergency.

The findings highlight a wider institutional concern: a rapid response from emergency services can be compromised if the facility itself is not equipped with fully functional safety and emergency access systems.

Following the exercise, authorities instructed officials to immediately install and activate emergency and manual override mechanisms to keep access routes operational in the event of a power failure.

Safety systems flagged

The exercise began after a fire alarm was received at 11:32am. Emergency response teams were alerted within one minute and quickly moved into action.

A fire tender dispatched from G-5 reached the Prime Minister’s Office within four minutes. A rescue van and Bronto skylift arrived at the location within nine minutes.

The mock operation was brought to an end at 11:58am, with the overall performance of Capital Emergency Services assessed as satisfactory.

Despite the swift response, the exercise exposed weaknesses that could become critical during an actual fire.

An alarm that is difficult to hear could slow evacuation and leave people inside the building unaware of the danger. Similarly, an access gate that cannot operate during a power failure could create delays precisely when emergency vehicles need unrestricted entry.

Questions over routine safety checks

The issues identified during the drill have also highlighted the importance of regular inspection, maintenance and testing of emergency infrastructure in government buildings.

For a facility housing senior government officials, fire alarms, emergency exits, backup systems and access controls must remain operational under both routine and crisis conditions.

The exercise showed a clear contrast between the response capability of emergency personnel and the condition of some of the building’s internal safety arrangements. While rescue teams demonstrated their ability to reach the site within a short time, deficiencies in the facility’s emergency systems could still undermine that response.

The authorities’ directive to activate emergency and manual override systems addresses some of the immediate concerns. However, the findings also underline the need for continuous monitoring and preventive maintenance rather than relying solely on mock exercises to identify weaknesses.

The drill was successfully completed, but it served as a reminder that emergency preparedness is measured not only by how quickly rescuers arrive, but also by whether the building is ready to support their response when a real crisis occurs.
