Democrats Could Take Congress: What Is Trump’s Backup Plan?
News Desk
Washington: US President Donald Trump’s administration is preparing contingency plans to continue implementing its policies through executive powers if Democrats gain control of Congress in the November 3 midterm elections, according to a Reuters report.
Senior White House officials have reportedly been working for months on a strategy to maintain the administration’s policy agenda, overcome legislative obstacles and respond to potential congressional investigations if Republicans lose their majority.
According to Reuters, citing sources familiar with the discussions, White House Deputy Chief of Staff Stephen Miller and Budget Director Russell Vought are among the senior officials examining ways for Trump to exercise presidential authority without requiring congressional approval.
The proposed measures reportedly cover several key policy areas, including immigration, import tariffs, housing and the allocation of federal funds.
The preparations come as the United States approaches its midterm elections, with opinion polls suggesting that Democrats have a strong opportunity to regain control of the House of Representatives. However, the contest for a Senate majority remains uncertain.
The White House has dismissed concerns about a possible Republican defeat, accusing media outlets of creating a misleading impression of the electoral situation.
Trump has been attending campaign rallies across the country to support Republican candidates and help his party retain control of Congress. At the same time, his close advisers are preparing for the possibility of a Democratic victory and the political challenges it could bring.
What Would a Democratic Victory Mean for Trump?
If Democrats take control of either chamber of Congress, they could make it more difficult for the president to pass legislation, approve federal spending and advance his administration’s policy priorities.
A Democratic-controlled Congress could also launch investigations into the administration’s decisions, scrutinise presidential policies and use its oversight powers to demand documents and testimony from government officials.
However, Trump would retain significant executive authority over areas such as trade, foreign policy and federal administrative agencies. He would also have the power to veto legislation passed by Congress, although lawmakers could attempt to override a presidential veto if they secured the constitutionally required two-thirds majority in both chambers.
Trump recently addressed the possibility of a Democratic victory in an interview, saying he would become “Mr. Veto” if Democrats won the midterm elections.
Meanwhile, a special team within the administration is reportedly examining the legal scope of presidential executive powers and how decisions made without congressional approval could be defended in court.
Reuters reported that federal agencies had submitted proposals and legal assessments to the White House outlining ways to implement government policies without requiring new legislation.
A White House official said Trump had been briefed on the preparations and had personally participated in discussions about the proposed strategy.
Asked whether the president would be comfortable governing through executive authority under a Democratic-controlled Congress, an official reportedly responded that he would be “very comfortable.”
Trump’s Previous Use of Executive Powers
Trump has frequently relied on executive orders and administrative authority since returning to the White House in January 2025.
His administration has used these powers to pursue policies involving import tariffs, immigration restrictions, reductions in the federal workforce and foreign affairs.
Nathan Gonzales, editor of the non-partisan political analysis firm Inside Elections, said Trump had largely sought to implement his agenda through executive orders rather than relying on Congress.
This approach could continue if Democrats gain control of the legislature, although executive authority would not shield the administration from congressional oversight and investigations.
Democrats Could Investigate Trump’s Policies
A Democratic majority in Congress would give the party greater authority to investigate the Trump administration’s policies and decisions.
One potential area of scrutiny could involve allegations that presidential powers were used to benefit Trump’s personal interests, associates or financial backers.
According to Reuters, White House advisers have been preparing for the possibility of congressional investigations and have developed strategies to respond to inquiries from Democratic lawmakers.
An official familiar with the preparations said White House legal experts were briefing political appointees and government agency heads on how to handle congressional questioning, requests for documents and subpoenas.
Officials have also reportedly been advised to exercise caution when preparing written records related to official government business.
Midterm Elections Could Shape Trump’s Remaining Presidency
The November 3 midterm elections could significantly influence the political direction of Trump’s remaining two years in office.
A Democratic victory could increase pressure on the administration through congressional investigations, legislative resistance and scrutiny of federal spending and presidential appointments.
However, the White House appears prepared to rely more heavily on executive orders, presidential authority and existing legal mechanisms to continue pursuing its policy objectives.
The election outcome could therefore reshape the balance of power in Washington, determining how effectively Trump can advance his agenda and how aggressively Democrats can use their congressional majority to challenge his administration.
