Senior Female Officer Alleges Harassment at PIMS

Islamabad: A senior female officer at Pakistan Institute of Medical Sciences (PIMS) has lodged a formal complaint alleging harassment, threatening behavior, and disruption of the official work environment by an employee, and has called for immediate disciplinary action.
A written complaint, available with PenPK, states that Dr Zofshan Jabeen Fatima, Director Planning and Development at PIMS, reported to the Executive Director that the incident took place in her office at around 1:45 pm today (Monday).
The complaint states that Qamar Gujjar, accompanied by a colleague, Sajid Ghafoor, entered the office without prior permission or an appointment. Dr Zofshan alleged that Gujjar initiated an aggressive discussion regarding a previous matter and maintained a loud and unprofessional tone for nearly an hour.
According to the complaint, Dr Zofshan was subjected to threatening language during the exchange, which she said compromised her professional position, personal dignity, and sense of safety.
The complaint further alleges that the situation escalated to the extent that staff members outside the office had to intervene and escort the individual out. However, the use of inappropriate language allegedly continued in the corridor even after the intervention.
Dr Zofshan described the alleged conduct as a violation of institutional discipline, professional ethics, and the principles of a safe workplace. She requested that the matter be referred to the relevant Harassment Committee or disciplinary forum for a formal inquiry and appropriate action under applicable rules and regulations.
She also sought security measures to ensure her personal safety and to prevent any further incidents until the completion of the investigation.
The position of the individuals named in the complaint was not immediately available. Their response will be included once received.
