BISP Unveils Guidelines for Women to Obtain Free SIMs

ISLAMABAD: The Benazir Income Support Programme (BISP) has officially released comprehensive guidelines for registered female beneficiaries to acquire free mobile SIM cards, aiming to streamline financial aid distribution and curb fraudulent activities. BISP Chairperson Senator Rubina Khalid issued a special awareness message on Wednesday, urging eligible women to follow the designated procedure to secure their registered SIMs, which will facilitate direct and transparent digital payments.
According to the BISP spokesperson, this initiative is designed to empower marginalized women by providing them with a secure channel to receive their quarterly stipends.
Senator Rubina Khalid emphasized that the provision of free SIM cards is a critical step toward eliminating middle-men and unauthorized agents who often exploit beneficiaries during cash withdrawals.
The program administration has instructed beneficiaries to visit designated biometric verification centers with their original Computerized National Identity Cards (CNICs) to complete the registration process.
This digital transition represents a significant milestone in Pakistan’s social safety net infrastructure, fostering greater financial inclusion and digital literacy among impoverished women.
By linking welfare payments directly to verified mobile SIMs, the government aims to minimize leakages, enhance transparency, and build a robust digital ecosystem.
Experts believe that integrating telecom services with social welfare programs will pave the way for mobile banking adoption among rural populations, ultimately driving socio-economic empowerment.
Moving forward, BISP plans to collaborate closely with major telecom operators and the Pakistan Telecommunication Authority (PTA) to ensure a seamless rollout of the SIM cards across all provinces, including remote regions.
Phase-wise distribution camps are expected to be set up in coordination with local administrations to facilitate hassle-free verification. Beneficiaries have been advised to contact the official BISP helpline for any complaints or assistance regarding the SIM activation process.
