Eid Shopping Rush Brings Begging Surge in Peshawar Markets

Peshawar: With Eidul Fitr approaching, crowded markets and shopping areas in Peshawar are witnessing a sharp increase in the number of beggars, prompting concerns among citizens, legal experts, and social activists over the growing challenge of street begging.

As people head out for Eid shopping, many major commercial areas, including Hashtnagri, Qissa Khwani Bazaar, Saddar Road, University Town, Meena Bazaar, Karimpura, Shafi Market, and Deans Trade Centre, have seen large numbers of beggars approaching shoppers for money.

Citizens complain that some professional beggars use emotional tactics, including displaying fake disabilities, medical documents, and personal hardships, to attract sympathy and collect donations in the name of Zakat, Fitrana, Sadqa, and charity.

Several shoppers said the situation becomes particularly difficult during peak hours and at iftar time, when markets, traffic signals, mosques, bus terminals, and other public places become crowded with people seeking donations.

Residents have urged authorities to take action against organized begging networks while ensuring that genuinely deserving individuals receive proper support and rehabilitation.

Retired school teacher Riazul Haq said the increasing presence of beggars has become a major inconvenience for citizens, especially during religious festivals. He said some individuals forcefully approach vehicles and shoppers, creating uncomfortable situations.

Legal experts said begging is prohibited under existing laws, including the West Pakistan Vagrancy Ordinance, but weak enforcement has allowed the issue to persist. Former Additional Advocate General KP Esa Khan said various laws have been introduced to protect children and vulnerable groups, but stronger implementation is needed.

He stressed the importance of rehabilitation programs and urged authorities to focus on providing support rather than only removing beggars from public spaces.

Experts also advised citizens to direct their donations toward verified charities and deserving individuals to ensure that financial assistance reaches those genuinely in need.
