RDA Seeks ECL Placement for University Town Owners

Rawalpindi: The Rawalpindi Development Authority (RDA) on Friday sought the placement of the owners of University Town on the Exit Control List (ECL) after allegations surfaced of large-scale fraud, illegal land transactions, and violations of urban development regulations.

Acting on the directives of Secretary Housing, Urban Development and Public Health Engineering Department (HUD&PHED), Captain (Retd) Noor-ul-Amin Mengal, and under the supervision of RDA Director General Kinza Murtaza, the Authority launched stringent enforcement action against the management of the private housing scheme.

According to an RDA spokesperson, DG Kinza Murtaza formally wrote to the Chairman of the National Accountability Bureau (NAB) and the Director General of the Federal Investigation Agency (FIA), requesting that Aziz Khan and Jameel Khan, owners of University Town (Pvt) Ltd, be placed on the ECL.

The request follows allegations of fraudulent practices, unauthorized sale and purchase of plots, cheating the public, and non-payment of government dues.

“These violations not only cause financial loss to citizens but also undermine the regulatory framework designed to ensure lawful urban development,” DG Murtaza stated.

In a related development, Director Town Planning Samiullah Niazi and Assistant Director Town Planning Shiza Tanveer were suspended for failing to prevent illegal activities linked to the housing scheme and for weak enforcement of RDA regulations.

To ensure transparency, DG Murtaza also requested the Commissioner Rawalpindi to appoint an inquiry officer to examine the conduct and potential negligence of officials responsible for overseeing University Town.

The RDA reaffirmed its commitment to protecting public interest, strengthening internal accountability, and ensuring strict compliance with urban planning and development laws, the spokesperson added.
