Punjab Introduces Steep Penalties Under New Traffic Ordinance

Rawalpindi: The Punjab Government has enforced a new Motor Vehicle Ordinance introducing sharply increased fines for traffic violations across the province, aiming to tighten road discipline and curb risky driving behaviour.

Effective from November 27, the Punjab Motor Vehicle Ordinance 2025 imposes substantial penalties on key offences. According to the Murree City Traffic Police, red-light violations will now cost Rs2,000 for motorcyclists, Rs5,000 for car drivers, and up to Rs15,000 for commercial vehicles.

DSP Traffic Murree Ghazi Suhail Shahzad said careless or negligent driving will incur Rs3,000 for motorcycles, Rs5,000 for cars, and Rs15,000 for commercial vehicles—the same fines applicable to driving without a licence.

Strict action will also target smoke-emitting vehicles, with fines of Rs2,000 for motorcycles, Rs3,000 for cars or rickshaws, and Rs15,000 for commercial vehicles. The same penalties apply to lane violations.

Riding with more than two people on a motorcycle will now attract a Rs2,000 fine, while using a mobile phone while driving carries fines of Rs2,000 for motorcyclists and Rs3,000 for car or three-wheeler drivers.

A special crackdown will be launched against commercial vehicles lacking fitness certificates or route permits, each violation drawing a Rs15,000 penalty. To discourage underage driving, fines have been set at Rs2,000 for motorcycles, Rs3,000 for rickshaws and Rs5,000 for cars.

The ordinance also introduces a points-based driving licence system, allowing authorities to suspend licences once penalty thresholds are reached.

DIG Traffic Punjab Waqas Nazir urged citizens to follow traffic rules, saying the revised fines are meant to strengthen road safety, reduce accidents, and reinforce the rule of law.
