How Punjab is Fueling a Youth-Led Economy

Lahore: When the youth of a country become a driving force for economic progress, it becomes essential to recognize and invest in their potential. The Punjab government’s recently announced initiatives for youth empowerment stand as a testament to this belief.
In January 2025, the Punjab government unveiled youth empowerment initiatives worth Rs. 132 billion, reflecting Chief Minister Maryam Nawaz’s commitment to empowering the people. These steps mark a pivotal shift in recognizing youth as engines of economic growth and change.
A people-centric government plays a vital role in driving inclusive development.
In this regard, two major programs—the Punjab Easy Business Finance Scheme (Rs. 84 billion) and the Punjab Easy Business Card Scheme (Rs. 48 billion)—are expected to be game-changers for economic revitalization.
In today’s rapidly evolving economic landscape, job creation has become central to growth, poverty alleviation, and social stability. Recognizing this, the Punjab government has strategically focused on entrepreneurship, skill development, and business expansion.
Building on the foundation laid by the Prime Minister’s Youth Business Scheme, which provides low-interest loans from Rs. 0.5 million to Rs. 7.5 million for individuals aged 18 to 45, the provincial government has introduced a series of programs to help young entrepreneurs establish businesses and enhance employability.
Punjab has taken the lead among provinces with its Punjab Easy Business Finance Scheme, offering over Rs. 36 billion in interest-free loans. This program supports men, women, transgender persons, and individuals with disabilities aged 25 to 55.
The Punjab Easy Business Card Scheme, valued at Rs. 48 billion, further extends financial support to aspiring entrepreneurs. The ruling Pakistan Muslim League-Nawaz (PML-N) has a history of promoting employment and business opportunities, and this initiative continues that legacy.
“The Punjab government’s commitment to fostering economic growth through job creation and entrepreneurship is commendable,” said Prof. Dr. Sajid Hussain, Head of the Mass Communication Department at Superior University, Lahore. He emphasized that investments in infrastructure, agriculture, education, and technology are laying the foundation for a dynamic job market.
“The government’s focus on improving education and promoting digital literacy through partnerships with private and international organizations is praiseworthy,” he added. “Punjab has set a benchmark for regional development, especially by empowering young entrepreneurs and supporting small and medium enterprises (SMEs).”
One standout initiative is the e-bike scheme aimed at improving student mobility. The government has already distributed 20,000 electric bikes and scooters to students in both public and private educational institutions.
In the next phase, nearly 100,000 more e-bikes will be distributed—a significant step toward reducing unemployment, promoting eco-friendly transport, and empowering students, especially those from underprivileged backgrounds. The government has also announced the provision of free bikes for orphan students.
“This initiative has transformed our daily routine,” shared Fatima Dilawar, a student from a private college. “Earlier, relying on public transport from Sheranwala Gate to our institution on Raiwind Road was a struggle. These bikes have made our commute far more convenient and manageable,” she said, expressing gratitude to the Chief Minister and hope for expansion of the program.
By targeting unemployment through skill development and entrepreneurial support, the government is laying the foundation for a sustainable and inclusive economic future.
Mehmood Arvi, Chairman of the Standing Committee on Gilgit-Baltistan Affairs of the Pak-China Chamber of Commerce and Industry (PCCI), also praised the initiatives. He highlighted the government’s efforts to foster employment and innovation, particularly in SMEs.
“The support for SMEs through financial aid, tax incentives, and a simplified regulatory framework has empowered businesses—especially in manufacturing, technology, and agriculture—to grow and compete globally,” Arvi noted.
He also commended the emphasis on vocational training, which equips young people with market-ready skills. “By investing in education and practical learning, the government is bridging the skills gap and preparing a workforce for the demands of a modern economy.”
According to Arvi, the establishment of business incubators, innovation hubs, and startup accelerators has provided young entrepreneurs with essential resources, mentorship, and capital. These tools are not only helping start-ups thrive but are also contributing to a more resilient and diversified economy.
“With these forward-looking initiatives, the Punjab government is paving the way for youth empowerment, economic growth, and long-term national prosperity,” he concluded.
As Pakistan continues to navigate complex economic challenges, these programs offer a beacon of hope. What remains essential is ensuring transparency, effective implementation, and continuity of policies so that deserving segments of society can benefit and contribute meaningfully to the nation’s progress.
