Diesel Price Jumps, Petrol Unchanged

Islamabad: The government on Sunday notified a Rs 6 per litre increase in the price of High Speed Diesel (HSD), while maintaining the price of Motor Spirit (MS) petrol at Rs 265.45 per litre.
According to a press release issued by the Ministry of Finance, the petrol price remains unchanged from its existing level of Rs 265.45 per litre.
The revision was made following recommendations from the Oil & Gas Regulatory Authority (OGRA) and consultations with relevant ministries. The new prices will remain effective for the next fortnight starting November 16, 2025.
The ministry said the adjustments are consistent with the government’s policy of passing on global market fluctuations to domestic consumers.

The rise is attributed mainly to limited diesel availability in the Gulf region. Pakistan, which relies heavily on diesel imports from Kuwait, is facing reduced supply due to maintenance work at one of Kuwait’s key refineries. The planned maintenance, initially scheduled for early November, has been extended by another 15 days, further tightening regional diesel stocks.
Production at Kuwait’s Al-Zour refinery — one of the largest in the region — has also been partially impacted, with only two of its three units operating at full capacity. The combined reduction in output has led to higher international High Speed Diesel (HSD) prices, directly affecting Pakistan’s import costs.
Based on 13 days of global price data, HSD was projected to rise by Rs9.60 per litre to Rs288.04, up from the current Rs278.44 — an increase of 3.4%. However, with two days of global trading still pending, the final price adjustment could vary.
Petrol, in contrast, was expected to see a slight reduction of Rs1.96 per litre, bringing the estimated new price to Rs263.49, compared to Rs265.45 currently — a 0.7% decrease.
Kerosene was projected to surge by Rs8.82 per litre to Rs193.87, while light diesel oil was expected to rise by Rs7.15 per litre to Rs171.13, reflecting increases of 4.8% and 4.4% respectively.
