CDA Tightens Financial Oversight

Islamabad: The Capital Development Authority (CDA) Board has approved a series of financial, administrative and institutional reforms, including stricter action against employees who default on house-building advances and measures to improve oversight of the authority’s assets.

At a meeting chaired by CDA Chairman Muhammad Ali Randhawa on Friday, the board decided that officers and employees who fail to make required deductions against house-building advances will face action. The Establishment Division will be approached to proceed against officials who remain in default.

The board also decided that no last pay certificates would be issued to such employees until their outstanding advances are fully repaid.

As part of efforts to improve employee welfare, the chairman directed officials to explore arrangements that would enable CDA employees to obtain loans more easily from commercial banks, in addition to the house-building and car advances currently available through the authority.

The board also approved the introduction of SAP, the government’s accounting software, to improve financial management and streamline CDA’s accounting operations.

In another major financial decision, the board was informed that the monthly lease of a petrol pump in Sector F-6 had increased from Rs292,000 to Rs4.5 million, with a 10 per cent annual increase. Randhawa directed officials to compile comprehensive data on assets managed by the administration wing to strengthen their monitoring and management.

The CDA also approved several measures aimed at strengthening Islamabad’s urban management and development capacity. These include hiring landscaping experts, urban development specialists and a carbon credit expert.

The Islamabad Water Agency will also receive new leadership with the appointment of a managing director and three directors.

The board approved the upgrading of the nursery on Park Road and considered establishing a Carbon Credit Centre at the site as part of its sustainability initiatives.

Meanwhile, the CDA approved the appointment of a transaction advisor for the Green Four-tier Data Center and the introduction of e-payment gateways for the My Islamabad App.

The board also approved the appointment of a consultant under Section 42(F) for the revamping of Parliament Lodges and the Government Hostel.

The decisions reflect the CDA’s broader push to strengthen financial controls, improve asset management and expand its capacity for digital and sustainable urban development in the federal capital.
