Arts Students Get Access to Pre-Medical, Engineering

Islamabad: The Inter Boards Coordination Commission (IBCC) has allowed students who pass their Matriculation (SSC) in the Arts Group to seek admission in Intermediate (HSSC) Pre-Medical and Pre-Engineering groups, effective from the SSC 1st Annual Examination 2026.

The decision was taken by the IBCC Forum during its 183rd meeting held on December 4–5, 2025, aimed at facilitating arts group students aspiring to pursue science-based higher secondary education.

According to a notification issued on December 12, the decision followed recommendations of a sub-committee and consultations with key regulatory bodies, including the Pakistan Engineering Council (PEC), Pakistan Medical and Dental Council (PM&DC), Higher Education Commission (HEC), National Curriculum Council (NCC), and provincial curriculum authorities.

“The IBCC Forum has unanimously resolved that students who have passed SSC (Arts Group) may be allowed to register for HSSC (Pre-Medical and Pre-Engineering Groups) from the SSC 1st Annual Examination 2026 onwards,” the notification stated.

The forum, however, recommended that concerned institutions may introduce safeguards such as minimum marks criteria, merit-based thresholds, or placement and aptitude tests to ensure academic standards and uniformity across education boards.

It was clarified that the final implementation of the decision would rest with the respective Boards of Intermediate and Secondary Education (BISEs) and Boards of Technical Education (BTEs), subject to approval by their Boards of Governors and other competent authorities.

The IBCC has formally notified the resolution for compliance by all educational boards across the country.
