Islamabad: A court has issued arrest warrants for Islamabad Deputy Commissioner Irfan Nawaz Memon over delays in implementing an order concerning the freezing and control of properties linked to a Bankers Society case.

The development follows concerns over the execution of a court directive issued in September 2024 regarding properties located in Islamabad, Rawalpindi and Haripur.

According to sources, the court had ordered the properties to be frozen on September 30, 2024. On March 26, 2025, it further directed the deputy commissioners of the three districts to act as receivers and assume control of the identified assets within their respective jurisdictions.

The orders were formally communicated to the relevant district administrations. However, the court later raised concerns over the implementation of the directive in Islamabad.

During a hearing in June, the revenue official responsible for the Islamabad portion of the matter failed to appear before the court. The court was informed that the official was unwell and unable to attend.

Despite being given an explanation for the officer’s absence, the court issued arrest warrants for DC Islamabad, apparently holding the district administration responsible for the failure to ensure compliance with the proceedings.

Sources familiar with the matter said there is also an administrative distinction in the handling of revenue affairs in Islamabad. They maintained that, unlike Rawalpindi and Haripur where the court’s directions were addressed directly to the respective deputy commissioners, the Islamabad instructions were received by the Commissioner Revenue.

According to the sources, responsibility for implementing such revenue-related orders in Islamabad rests with the concerned Collector Revenue rather than directly with the deputy commissioner.

The matter is now expected to be clarified through a report by a Naib Tehsildar, who will inform the court about the status of the property-freezing order and steps taken to transfer control of the assets to the designated government authorities.

The report is likely to determine the next course of action when the case comes up for hearing.

The issuance of warrants has brought renewed attention to the delay in implementing the court’s property-related directives and the question of administrative responsibility within Islamabad’s revenue machinery.
