RDA Files FIRs Against Bahria Town, Faisal Hills

Rawalpindi: Rawalpindi Development Authority (RDA) has initiated legal action against two major private housing schemes—Bahria Town Phase-VIII and Faisal Hills—for violating planning regulations.
According to RDA officials, FIRs have been registered against the developers and sponsors of both housing schemes at Rawat police station and Wahdat Colony police station, Taxila.
Bahria Town Phase-VIII, located in Mouzas Dera, Pind Gondal, Dhoke Saido, and Shah Wali Shah, has been accused of encroaching along the Sawan River, carrying out unauthorized development without obtaining RDA’s mandatory approval, and illegally selling and advertising plots on social media.
Furthermore, the scheme is reportedly discharging sewage and chemically contaminated water into the river, posing serious environmental hazards.
Investigations have also revealed that Faisal Hills has extended its development beyond approved limits, with illegal construction activities underway. The scheme is allegedly misleading the public through unauthorized booking campaigns and promotional advertisements.

Both schemes have failed to obtain the required No Objection Certificates (NOCs) from RDA, which is a clear violation of the Punjab Development of Cities Act, 1976, and the Punjab Private Housing Schemes and Land Subdivision Rules, 2021.
RDA Director General Kinza Murtaza reaffirmed the authority’s commitment to enforcing urban planning laws and regulations. “We are taking firm and lawful action against all illegal housing schemes and unauthorized constructions without fear or favor. Such violations will not be tolerated under any circumstances,” she said.
The crackdown aligns with the instructions of Punjab Chief Minister Maryam Nawaz Sharif, who has directed authorities to adopt a zero-tolerance policy against encroachments, illegal developments, and unauthorized commercial activities.
The DG RDA also urged the public to refrain from investing in unapproved housing schemes and to verify the legal status of any project through the official RDA website at www.rda.gop.pk.
