Rawalpindi: The Rawalpindi Development Authority (RDA) has initiated a strict compliance drive to curb alleged illegal activities in the University Town Housing Scheme, following directives from Secretary Housing, Urban Development and Public Health Engineering Captain (Retd) Noor-ul-Amin Mengal.
An RDA spokesman said the Authority, led by Director General Kinza Murtaza, has ordered the Scheme’s owner, Jamil Khan, to immediately surrender management, administrative control and all relevant records. In case of non-compliance, the RDA will move to formally take over the Scheme under existing regulations.
To address public grievances, the DG has also established a dedicated Complaint Registration Cell to receive and process submissions from allottees, residents, applicants and members of the public.

Acting on findings from a probe committee reviewing the Scheme’s affairs, the RDA has issued formal notices to M/s University Town Pvt. Ltd. and several senior officers, including the Chief Planner, Director Town Planning, Director Land, Deputy Director Town Planning, Deputy Director IT and Deputy Director Estate Management.
In disciplinary action, three officers — along with two superintendents and a draftsman — have been suspended for failing to curb illegal activities and for lapses in enforcing RDA regulations.
The DG has further formed a committee to conduct a technical and financial audit of M/s University Town Pvt. Ltd., headed by the Deputy Director Audit with the Deputy Director Town Planning and Assistant Director Estate Management as members.
Joint Investigation Team member Umar Siddique Khattak welcomed the Secretary’s directives and commended the enforcement measures.
The RDA reaffirmed its commitment to transparency, public protection and strict regulatory oversight of all housing schemes under its jurisdiction.
