Pakistan, Malaysia Sign Six MoUs to Strengthen Ties

Putrajaya: Pakistan and Malaysia have reinforced their decades-long friendship with a series of high-level engagements culminating in the signing of six memoranda of understanding (MoUs), aimed at boosting bilateral cooperation across trade, education, Halal certification, anti-corruption, tourism, and small and medium enterprise (SME) development.

Prime Minister Shehbaz Sharif, on a three-day official visit to Malaysia at the invitation of Prime Minister Anwar Ibrahim, was accorded a ceremonial welcome at the Perdana Putra Complex, including a full guard of honour by the Malaysian armed forces.

Both leaders subsequently held extensive delegation-level talks covering economic reform, higher education, regional security, global peace efforts, and sustainable development, followed by the formal exchange of MoUs.

The six agreements signal an ambitious agenda for deeper economic integration. Among the most significant developments is Malaysia’s plan to import $200 million worth of Halal-certified meat from Pakistan, a milestone in trade relations. Shehbaz assured his counterpart that Pakistan would meet all Halal certification requirements while exceeding expectations in terms of quality and consistency.

“Pakistan is ready to compete on price, quality, and commitment,” Shehbaz said.

“When consumers are satisfied, the sky is the limit.” He further highlighted Pakistan’s potential as the fifth-largest global producer of cotton and milk, and the fourth-largest producer of mangoes, inviting Malaysian investors to explore joint ventures in value-added agriculture and food processing. Malaysia expressed reciprocal interest in boosting palm oil exports to Pakistan.

At the Pakistan-Malaysia Business and Investment Conference, Shehbaz emphasized the critical role of the private sector in driving economic growth. “Governments can lay the foundation and provide the framework, but business must be led by enterprises and experts, not state intervention,” he stated, citing Malaysia’s economic transformation under Anwar Ibrahim as a model of success.

He expressed confidence that Pakistan could achieve economic independence within two years, contingent on active private-sector engagement and regional collaboration.

The MoUs extend beyond trade, encompassing cooperation in higher education, diplomacy training, tourism promotion, anti-corruption initiatives, IT and telecommunications, automotive production, green energy, and climate change mitigation.

Both leaders reaffirmed their commitment to collaboration within the ASEAN framework, with Malaysia supporting Pakistan’s bid to become a Full Dialogue Partner.

Regional and international issues also featured prominently in discussions. Both leaders condemned the ongoing Israeli aggression in Gaza and called for concrete international action to protect Palestinian lives.

Anwar Ibrahim emphasized shared moral and political responsibilities to uphold justice in the Muslim world and appreciated Pakistan’s constructive role in promoting peace.

The Malaysia-Pakistan partnership also included dialogue on South Asian stability. Anwar underscored the importance of peaceful relations between Pakistan and India, noting Malaysia’s support for a UN-backed resolution on Kashmir.

Both sides agreed to strengthen cooperation at multilateral forums, including the United Nations and the Organization of Islamic Cooperation (OIC).

The visit also carried cultural symbolism. Shehbaz and Anwar jointly launched the Urdu translation of Anwar Ibrahim’s book SCRIPT: For a Better Malaysia, highlighting shared values of leadership and reform.

Shehbaz praised Malaysia’s translation of Allama Iqbal’s works into Malay, describing it as a “bridge of intellect and culture” between the nations.

“Iqbal’s philosophy of self-realization shows that nations are built through hard work and unwavering commitment, not magic wands,” he said. Anwar, in turn, lauded Pakistani professionals, students, and skilled workers for their contributions to Malaysia’s development.

Communications Minister Fahmi Fadzil described the visit as a reaffirmation of “a strong bond of friendship and a shared aspiration to build a more dynamic and resilient partnership.”

He stressed that strengthened cooperation would not only expand economic opportunities but also enhance unity in the Islamic world through trade, investment, and sustainable Halal industry standards.

Before concluding his visit, Shehbaz expressed gratitude for Malaysia’s “exceptionally warm” hospitality, calling the country his “second home.”

He emphasized that Pakistan, with its abundant resources and resilient population, is poised to chart a path of prosperity and self-reliance. “Together, Pakistan and Malaysia will achieve shared goals grounded in faith, friendship, and forward-looking cooperation,” he said.

The visit and the signing of six MoUs mark a decisive step in cementing Pakistan-Malaysia relations, highlighting shared economic ambitions, cultural ties, and a joint commitment to regional peace and sustainable development.
