Ombudsman Declares Late Attendance a Form of Corruption

Multan: Federal Ombudsman Advisor for Multan Division, Muhammad Rashid Qamar, has stated that habitual late arrivals by government employees constitute a form of corruption and disciplinary action must be taken against those neglecting punctuality and official discipline.
He made these remarks while hearing a complaint filed by Usama Anwar from Khanewal against the Director of the National Cyber Crime Investigations Agency (NCCIA) Multan.
The complainant informed the Advisor that he had visited the NCCIA Multan office at 10 a.m. in response to a summons issued by the Federal Ombudsman’s Office but found the premises deserted except for a lone security guard. After waiting for three hours, he left without meeting any officer.

When questioned, a representative of the agency admitted that such instances occur occasionally as most officers are often in the field.
Taking serious notice of the matter, Advisor Rashid Qamar remarked that no government official can remain absent without valid reason. “Such conduct amounts to corruption, and the Federal Ombudsman is fully empowered to recommend disciplinary proceedings against the responsible officials,” he emphasized.
Concluding the hearing, the Advisor directed the NCCIA Director in Islamabad to ensure strict attendance compliance across all subordinate offices by installing a biometric attendance system to monitor staff presence and punctuality.
