China Targets Secure, Reliable AI Core Technology Supply by 2027

Beijing: China has set a goal to achieve a secure and reliable supply of key core artificial intelligence (AI) technologies by 2027, while keeping its AI industrial scale and empowerment level among the world’s leading ranks, according to an official plan released on Saturday.

The plan, jointly issued by eight government departments including the Ministry of Industry and Information Technology, the Cyberspace Administration of China and the National Development and Reform Commission, outlines an ambitious push to deeply integrate AI with the manufacturing sector, foster new-quality productive forces and comprehensively advance new industrialisation.

By 2027, China aims to see the deep application of three to five general-purpose large AI models in manufacturing, alongside the development of specialised, industry-specific large models with broad coverage. The plan also targets the creation of 100 high-quality industrial datasets and the rollout of 500 representative AI application scenarios.

In addition, the country plans to cultivate two to three globally influential, ecosystem-leading enterprises, a group of specialised and sophisticated small and medium-sized enterprises, and a number of enabling service providers with strong expertise in both AI technology and industrial applications.

The document also sets out goals to build a world-leading open-source AI ecosystem, strengthen security governance capabilities, and contribute Chinese solutions to global AI development.

Key measures outlined in the plan include promoting coordinated development of AI chip hardware and software, supporting innovation in model training and inference methods, fostering industry-specific large models, and deeply embedding large-model technologies into core manufacturing and production processes.

The plan further emphasises achieving breakthroughs in critical areas such as security protection for industrial AI model algorithms and the safeguarding of training data, highlighting China’s focus on balancing innovation with safety and reliability.
