PIMS Doctor Seeks Inquiry Into Hospital Leadership Allegations

Islamabad: A senior doctor at the Pakistan Institute of Medical Sciences (PIMS) has appealed to Chief of Army Staff (COAS) General Asim Munir to constitute a Joint Investigation Team (JIT) to probe allegations against the hospital’s executive director.

The appeal specifically pertains to allegations of using an “anti-state narrative” in October 2023 to retain their position.

Dr Saif ur Rehman, a senior medical official at PIMS, has also raised objections regarding the qualifications and experience of the Look-After Executive Director, questioning their competence in hospital administration.

He claimed that the executive director, who assumed the interim position on April 18, 2023, had previously faced inquiries related to patient deaths, irregularities in student admissions, and alleged corruption in housing allotments within the hospital.

Furthermore, Dr Rehman said that the executive director is currently facing contempt of court proceedings, along with an FIR related to financial misconduct in the medico-legal department.

Meanwhile, the Islamabad High Court (IHC) has barred any coercive actions against Dr Saif, who had petitioned for the appointment of a regular Executive Director at PIMS in accordance with established regulations.

The court’s decision has been widely welcomed by PIMS faculty members, administrative officials, and reformist groups, who emphasize the importance of merit-based appointments to enhance institutional efficiency and patient care.

They urged the hospital administration to comply fully with the court’s ruling by halting any retaliatory measures against Dr Rehman and restoring him to his previous administrative role.

Speaking to the media, Dr Saif expressed gratitude for the court’s intervention. He highlighted that in March 2023, he filed Writ Petitions No. 2125/2023 and 1061/2023 before the IHC to seek enforcement of the Supreme Court’s 2016 judgment on the appointment of the PIMS Executive Director. These petitions remain under judicial review.

According to Dr Rehman, he was demoted from Deputy Director Emergency to Deputy Director OPD and subsequently reassigned as a Medical Officer in a private ward as a form of retaliation.

“To further damage my professional career, multiple biased inquiries were initiated against me,” he claimed.

The controversy has sparked fresh debate over the governance and administrative transparency at PIMS, with calls for a thorough investigation into the matter.
